Open Science Policy

The core scope of TÜBİTAK’s Open Science Policy encompasses the management, storage, archiving, compilation, and digital preservation of scientific publications and research data generated through TÜBİTAK-funded or -conducted projects. This policy is grounded in the concept of “open access,” which advocates for the unrestricted digital availability of scientific knowledge and was first defined in the Budapest Open Access Initiative in 2002. Aligned with the European Union’s approach that supports the free circulation of research outputs, the open accessibility of research results—particularly those funded by public sources—has become a fundamental principle.

Open data refers to data that can be freely accessed, used, reprocessed, and shared by anyone without copyright or other legal restrictions. Sharing data in this manner provides major advantages in terms of transparency, efficiency, reproducibility, and collaboration in research.

Taking into account the global benefits of open science, TÜBİTAK encourages the public dissemination of publications and data generated within the scope of the projects it supports. The policy aims to enhance access to research outputs, promote transparency and traceability, and strengthen international collaborations.

TÜBİTAK’s Open Science Policy was reviewed and approved by the TÜBİTAK Executive Board on March 14, 2019.
