One of the most important objectives of the TÜBİTAK Turkey Addressable International Scientific Publications Incentive (UBYT) Program, which has made significant contributions to gaining the habit of publishing in international indexes in our country, is to increase the publication quality of our country. For this purpose, the UBYT Principles for 2020 were determined by making minor changes to the regulations introduced in 2019, which caused a fifty percent increase in applications with the interest it attracted. In the 2020 guidelines, it is aimed to improve the evaluation periods and payment periods of the applications made to the UBYT Program, as well as to use the resources to increase the quality of the publications.
In the UBYT program, it is preferred to use the Article Influence Score (MEP) value directly instead of a normalization grouping between disciplines. MEP, which was used for the first time in 2019 and expressed as "Article Influence Score", was also used in the preparation of the UBYT Journal list for 2020.
The new practices introduced in the UBYT Program can be summarized as follows:
Threshold Value: In order for journals in the Journal Citation Reports (JCR) index to receive incentives, different threshold values have been determined for SCIE and SSCI. Journals with an MEP value of "0.50" for journals in the SCIE index and "0.25" for journals in the SSCI index will be incentivized. The incentive amounts of International Scientific Journals calculated according to the MEP value in JCR are different.
Sharing between Authors: In 2020, the threshold for author sharing was set as MEPy: 1.5. Sharing between authors will be done in two ways.
- For international scientific publications published in journals below the MEPy threshold (1.5), the incentive amount will be divided equally among all authors.
- Within the scope of encouraging international collaborations and researchers taking part in large working groups, for international scientific publications published in journals at or above the MEPy (1.5) threshold, sharing between authors will be made equally only among authors with Turkish addresses. Authors with foreign addresses will not be included in the incentive amount calculation. However, if the number of authors of the publication is above "10", the incentive fee to be paid to each author with a Turkish address will not exceed the upper limit (3000 TL) determined by the Board of Directors of TÜBİTAK.
The Number of Incentives an Author Can Receive in a Publication Year: For publications with a publication year of 2020, the limitation in the number of incentives was removed and the application limits were adjusted according to the MEP: 1.0 value. With this regulation, the limit was removed for publications above the world average, and for other publications, the total amount of incentives was limited instead of the number of applications.
- In a publication year, an author will be eligible to receive incentives for all scientific publications in international scientific journals with MEP: 1.0 and above.
- For scientific publications published in international scientific journals below MEP: 1.0, the total amount of incentives that an author can receive will not exceed 5000 TL.
Ongoing Applications in 2020;
- AHCI journals in Web of Science TM Core Collection databases will continue to be incentivized with a fixed journal fee (2000 TL) for AHCI journals in the relevant year, since their MEPs are not calculated by JCR.
- The implementation of the Consultant Incentive will continue.
In accordance with the UBYT Program Implementation Procedures and Principles, applications can be made on the web by filling out the "Electronic Program Application Form" after the announcement of the list, until the end of the year following the publication year of the publication. No payment can be made for publications that are not applied for within this period.
