SCOAP³ (Open Access Consortium)

Sponsoring Consortium for Open Access Publishing in Particle Physics (SCOAP³) is an international collaboration that aims to make scientific publications in high energy physics open access. Launched in 2014 under the leadership of CERN, the initiative is supported by a consortium of more than 44 countries and more than 3,000 libraries, research institutions and funders. The basic operation of SCOAP³ is that the funds that academic libraries and research institutions spend on journal subscriptions are pooled centrally and used by publishers to publish articles as open access. In this way, authors can publish without paying article processing charges (APCs), while readers can access the content free of charge. In Turkey, this cooperation continues with the support of TÜBİTAK ULAKBİM.

Open data refers to data that can be freely accessed, used, reprocessed, and shared by anyone without copyright or other legal restrictions. Sharing data in this manner provides major advantages in terms of transparency, efficiency, reproducibility, and collaboration in research.

Taking into account the global benefits of open science, TÜBİTAK encourages the public dissemination of publications and data generated within the scope of the projects it supports. The policy aims to enhance access to research outputs, promote transparency and traceability, and strengthen international collaborations.

TÜBİTAK Open Science Policy was evaluated and approved by TÜBİTAK Board of Directors on March 14, 2019.

RIPE NCC logo

RIPE NCC

RIPE NCC (Réseaux IP Européens Network Coordination Centre) is the authorized organization for IP address allocation in the European region. RIPE NCC distributes its IP address blocks through Local Internet Registries (LIR) established in countries across Europe. ULAKBIM signed a Standard Service Agreement with RIPE NCC on December 1, 1998 and became a Local Internet Registry (LIR). Within the scope of this agreement, ULAKBIM was authorized by RIPE to allocate IP addresses to universities and research institutions connected to the ULAKNET backbone.

TI

TI is a structure established to recognize, accredit and support Computer Security Incident Response Teams (CSIRT) in Europe. Aiming to strengthen trust-based cooperation between CSIRT teams, TI conducts recognition, accreditation and certification processes by evaluating the compliance of these teams with professional standards. This enables teams responding to security incidents to communicate effectively, reliably and quickly with each other. As an important reference point in the European cyber security ecosystem, TI is a valuable platform in terms of corporate reputation and credibility, especially for national CERTs and large-scale corporate CSIRTs.

ICOLC

ICOLC, is a voluntary cooperation network established to promote the exchange of knowledge and experience among library consortia operating worldwide. It works to facilitate libraries' access to resources, improve joint purchasing processes and contribute to the development of digital information services. ICOLC contributes to strengthening library services globally through regular meetings, declarations and joint policy development among its members. Issues such as institutional sustainability, open access, licensing policies and electronic resource management are among ICOLC's priority areas of interest.
