As TÜBİTAK ULAKBİM, we continue our activities with the EKUAL (Electronic Resources National Academic License) Project, which we launched in 2006 with the aim of enabling Turkish researchers to access qualified information, providing equal opportunities in access to information and contributing to the library budgets of universities.
Within the scope of the EKUAL Project, we are making national license agreements and studies with the world's leading publishing houses and database producers in order to provide effective and widespread access to electronic information resources with academic content for our country's research institutions and to enable the production of national and international scientific publications.
In this context, as TÜBİTAK ULAKBİM, we signed the first national "Read & Publish" agreement, which has developed as a new model in scientific journal publishing and is becoming increasingly widespread in the world. With this agreement signed with Wiley Publishing House in February 2023, covering the period 2023-2025, all universities in Turkey will be able to access approximately 1400 e-journals of Wiley Publishing House. In addition, Wiley Hybrid and Gold journals (excluding Hindawi) will be able to publish "Open Access" articles in Research Article, Review Article, Data Article and Rapid Publicaitions, which have been accepted for publication in Q1 and Q2 group journals, without paying any Article Processing Charge (APC). The agreement will increase the visibility and impact of our country's scientific publications. With the annual open access quotas under the agreement, more than half of the publications from Turkey in Wiley journals will be open access.
In recent years, in line with the "Open Science" and "Open Access" movement in the world, TÜBİTAK has shown its determination to provide continuous open access to scientific publications and research data by adopting the "TÜBİTAK Open Science Policy" in 2019. The management, storage, archiving, compilation and digital preservation of publications and research data produced from projects carried out or supported by TÜBİTAK constitute the framework of TÜBİTAK Open Science Policy. In order to provide access to scientific publications and research data as soon as they are published, publications produced from projects supported by TUBITAK should be deposited in the Turkish Open Archive Aperta (https://aperta.ulakbim.gov.tr/) has been obliged to be uploaded. In addition, SCOAP3, an open access project launched in 2014 (Sponsoring Consortium for Open Access Publishing in Particle Physics)is supported by TÜBİTAK ULAKBİM on behalf of Turkey, one of the 45 member countries.
As TÜBİTAK ULAKBİM, we continue our efforts to increase the awareness and adoption of Open Science applications, which aim to make scientific studies more transparent and more sharing with the developing technology, and to make new open access agreements.
