TUBITAK International Scientific Publication Incentive (UBYT) Program Evaluation Meeting was held at ULAKBIM

The second of the evaluation meetings held to discuss, listen to suggestions, create common sense and revise the UBYT program was held on 25 May 2018 under the chairmanship of TÜBİTAK Vice President Assoc. Prof. Dr. İlker Murat AR, with the participation of the Vice Rectors of R&D Universities and faculty members assigned from the relevant universities.

TÜBİTAK Vice President Assoc. Prof. Dr. İlker Murat AR made a briefing in the opening speech of the meeting;

-The journal list for 2018 will be prepared and announced with the current calculation method,

-The calculation method for the journal list for 2019 will be decided as a result of the studies/meetings held, and it is aimed to finalize the studies on legislation and principles until the end of the year,

-A meeting was also held with faculty members from different disciplines who applied to UBYT and editors of TÜBİTAK journals to get their opinions on this issue,

He stated that a draft model was created in line with the information and opinions received.

The following views came to the forefront during the UBYT evaluation meetings;

1. Continuation and improvement of the UBYT system,
2. Giving separate incentives to the AHCI Group,
3. Granting incentives based on the Citation System,
4. Providing incentives according to prioritized strategic areas,
5. Providing incentives by paying attention to differences between fields,
6. Lack of sharing between authors,

issues were expressed.

A presentation on the draft model was also made at the meeting. TÜBİTAK Vice President Assoc. Prof. Dr. İlker Murat AR summarized the draft model under three headings;

1. A system based on Article Impact Rating (MED),
2. Grouping of journal lists (Top Group, Middle Group, AHCI Group),
3. Sharing of support payment between authors.

After the presentation, the participants took the floor in turn and expressed their views on the subject.
