Bekir ÇENGELCİ was born in Afyonkarahisar in 1983. He completed his primary, secondary and high school education in Afyonkarahisar. In 2005, he graduated from Gazi University Industrial Engineering Department with honors.
In 2006, he worked as Production Planning Supervisor at Çizmeci Gıda for a short time. Subsequently, between 2006 and 2014, he worked at the Turkish Standards Institute (TSE) as Engineer, Business Development Coordination Board Member and Private Secretary Manager. In 2014, he started working as Science Centers Manager at TUBITAK. Between 2014 and 2024, he served in different roles such as Science Centers Manager, Books Manager, Vice President and Head of Department in TÜBİTAK Science and Society Presidency. He served in different boards such as Deneyap Turkey Founding Executive Board Member, Science Centers Advisory Board Member, TÜBİTAK-TEKNOFEST Competitions Advisory and Evaluation Board Member and Publication Board Member.

Bekir ÇENGELCİ, who is married and has 4 children, has been working as TÜBİTAK ULAKBIM Deputy Director responsible for Cahit Arf Information Center since July 2024. Together with his experienced teammates working within ULAKBIM Cahit Arf Information Center, he is involved in the execution of activities that have critical importance in the academic studies of our country such as TÜBİTAK Academic Journals, DergiPark, TR Index, International Scientific Publications Incentive Program, National Academic Licenses (EKUAL), TO-KAT, APERTA, HARMAN.
