The TUBITAK Turkey Addressable International Scientific Publications Incentive (UBYT) Program, which has made significant contributions to the habit of publishing in international indexes in our country, has been updated in order to increase the quality of publications, which is one of the most important objectives of the program. With this in mind, the current system and the UBYT data of previous years were analyzed and the relevant evaluation report was sent to all university libraries. In addition to the findings and recommendations of the study, meetings were held with the vice-rectors of research universities to update the UBYT program, and the opinions and suggestions conveyed in the meetings were also taken into consideration in the design of the new UBYT program.
The amendments to the NBYT Guidelines include many new practices for the use of resources to promote quality. The new practices can be summarized as follows:
- Article Impact Score Instead of Grouping: Academic studies in the field of bibliometrics examine both the differences in citation patterns between fields and the extent to which the value of an academic publication can be measured by bibliometric data. Among these studies, one method that stands out despite some known problems or shortcomings related to citation measurements is the "Article Influence Score". The Article Influence Score expresses the world average in a field with a value of "1.0". In the new UBYT program, it is preferred to use the MEP value directly instead of a grouping for normalization purposes between disciplines.
- Eşik Değeri: Journal Citation Reports (JCR) indeksinde yer alan dergilerin teşvik alabilmesi için bir eşik değeri belirlenmiştir. Uluslararası Bilimsel Dergilerin JCR’deki MEP değerine göre hesaplanan teşvik miktarı farklı olacak, yayınların teşvik alabilmesi için ya “0.25” olarak belirlenen MEP değerinin üzerinde dergilerde yer alması veya Türkiye adresli dergilerde yer alması gerekmektedir. Yapılan düzenleme sonucu UBYT programının kullanacağı kaynaklarda artış beklenmekte olup teşvik kapsamındaki dergilerin %81’i önceki yıla göre daha yüksek meblağlarla teşvik edilecektir.
- Increase in Maximum Incentive Amount: With the 2019 UBYT Program Implementation Procedures and Principles, changes were made in the UBYT payment parameters, and the minimum and maximum incentive amount became 500-15000 TL. Thus, the incentive upper limits have been increased for journals that are twice or more than the world average MEP value of "1.0" and for journals that are three times or more.
- Sharing Among Authors: When the MEP impact score exceeds the world average of 1.00, it has been decided that sharing between authors will be made equally only among authors with Turkish addresses, and authors with foreign addresses will not be included in the calculation of the incentive amount. In this way, it is aimed to encourage international collaborations and to include researchers in large working groups within the scope of incentives.
- Positive Discrimination for Turkish Journals: Among the innovations made in the UBYT program, positive discrimination was made in encouraging Turkish journals, and the TÜBİTAK Academic Journal Coefficient was set as 2, and the Turkish Journal Coefficient was set as 1.5.
According to the new UBYT regulation, it has also been decided to set a fixed journal fee for AHCI journals in the relevant year, since the MEPs of AHCI journals in Web of Science ™ Core Collection databases are not calculated by JCR. The practice of paying 3 times the incentive amount per author in the Researcher Incentive application to the consultant who applies for the Consultant Incentive will continue in 2019.
