2018 List of Journals of the Incentive Program for International Scientific Publications Originating from Turkey (UBYT) has been prepared based on the Implementing Procedures and Principles of the UBYT Program and submitted for researchers’ and academics’ information. As is known, the aim of TÜBİTAK’s Incentive Program for International Scientific Publications Originating from Turkey (UBYT) is to improve the impact, visibility and quality of international scientific publications originating from Turkey. With this program implemented since 1993, TÜBİTAK has raised significant awareness by supporting international scientific publications, and carried Turkey up to rank 18 from rank 34 in the list of international scientific publications thanks to the valuable work of our researchers supported by the UBYT program.
In order to review, evaluate and improve the UBYT program based on the evolving conditions, upon ULAKBİM management’s request, Prof. Dr. Yaşar TONTA,an academic in the Department of Information and Document Management, Hacettepe University has drafted a report with title “An Evaluation of TÜBİTAK’s Incentive Program for International Scientific Publications Originating from Turkey (UBYT)”. This study involves an analysis of the data pertaining to the period from 1997 to 2015, addressing the program in all aspects, and makes an extensive evaluation with a comparison with similar practices in other countries.
A number of evaluation meetings have been held based on this study, in order to discuss the UBYT program from multiple perspectives, hear suggestions and create a common sense, with Vice Chancellors of R&D Universities, some academics who had received incentives under the UBYT program, and editors.
We have been working on developing new Implementing Procedures and Principles of the UBYT Program in light of the evaluations, which will be publicly announced once we complete our studies and get approval from the relevant boards.
