One of the most important aims of TÜBİTAK’s Incentive Program for International Scientific Publications Originating from Turkey (UBYT), which has made important contributions to adopting the habit of publishing in international indexes in our country, is to improve the quality of publishing in our country. For this aim, The UBYT Principles for 2020 were determined by making minor changes to the regulations introduced in 2019, which caused a fifty percent increase in applications thanks to the attention they attracted. In the principles of 2020, it was aimed to use the resources for increasing the quality of the publications, as well as to improve the evaluation and payment terms of the applications made to the UBYT Program.
It is preferred that the AIS (Article Influence Score) value be used directly instead of a grouping with a normalization purpose, among sciences in the UBYT program. The AIS, which was first used in 2019 and expressed as “The Article Influence Score” was also used when preparing the UBYT Journal list in 2020.
New applications brought with the UBYT Program can be summarizes as follows:
Threshold Value: Different threshold values have been determined for SCIE and SSCI, in order for the journals listed in the Journal Citation Reports (JCR) index to receive incentives. The journals having an AIS value determined to be “0.50” for the journals in the SCIE index of JCR and “0.25” for the journals in the SSCI index, or above will receive incentives. The quantities of the incentives calculated according to the AIS value in JCR of the International Scientific Journals are different.
Apportionment Between Co-authors: The threshold value of apportionment of authors in 2020 was determined to be AISy: 1.5. Apportionment between co-authors will be carried out in two ways.
- The incentive amount for the İnternational scientific publications published in the journals under the AISy threshold (1.5) will be apportioned equally between all authors.
- In order to encourage the international cooperation and the researchers in large working teams, for the international scientific publications published in the journals at or above the AISy (1.5) threshold, apportionment between co-authors will only be carried out equally between the authors from Turkey. The authors from abroad will not be included in the calculation of incentive quantities. Moreover, is there are more than “10” authors in the publication, the incentive fee to be paid each authors from Turkey will not exceed the upper limit (3000 TL) determined by the Executive Board of TÜBİTAK.
Number of Incentives an Author Can Receive in one Publication Year: For the publications printed in 2020, the limitation on the number of incentives have been removed, and application limits have been regulated according to the AIS: 1.0 value. With this regulation, the limitation for publications above the world average has been removed, and in other applications, instead of the number of applications, the total amount of incentives has been limited.
- In one publication year, an author will receive incentives for all of his/her scientific publications published in the international scientific journals at or above AIS:1.0.
- Total amount of incentives to be received by an author for his/her scientific publications published in the international scientific journals under AIS:1.0 will not exceed 5000 TL.
Ongoing Applications in 2020;
- AHCI journals in the Web of Science TM Core Collection databases will continue to receive incentives with a fixed journal fee (2000 TL) for AHCI journals in the relevant year, since their AISs are not calculated by JCR.
- Adviser Incentives will continue.
In accordance with the UBYT Program Application Procedures and Principles, applications can be made over the web after the list is announced until the end of the year following the publication year, by filling in the "Electronic Program Application Form”. No payment will be made for publications that are not submitted within this period.
