Within the scope of TÜBİTAK ULAKBİM TR Index service, an online seminar on "Referee Evaluation Process and TR Index" was held on September 24, 2020 in order to contribute to the development of national scientific periodical publishing.
Within the scope of Peer Review Week 2020 activities, the online seminar "Peer Review Process and TR Index", which is one of the activities of the European Association of Science Editors (EASE) Turkish Regional Chapter, of which TÜBİTAK ULAKBİM and TR Index are members, was watched by 500 people instantly. ULAKBIM Youtube channel (https://www.youtube.com/watch?v=CvgsxTDIEiw), the event reached 2100 views in 24 hours and 2400 views in 3 days.
The event started with the opening speech of ULAKBIM Director M. Mirat SATOĞLU. In his speech, SATOĞLU mentioned that they organize trainings on periodical publishing from time to time within the scope of TR Index, and said that the "Scientific Publishing Seminars", which were held with 4 different themes between 23-30 June 2020, attracted great interest, as well as the high number of instant views on the YouTube channel and breaking a record with a total of more than 40 thousand views, and that they are motivated for new similar events.
Stating that the referee evaluation process has been applied in publishing for a long time, SATOĞLU stated that refereed journals have a very important place in academic evaluations, appointments and promotions for many years, and that referees have great duties as well as editors in periodical publishing.
SATOĞLU stated that TR Index, the first version of which was published in 2018 as a national citation index, continues to be developed with new features day by day and that access to citation information and analysis results are provided through journal, author and institution data. In addition, SATOĞLU said that analysis details such as journal citation average, number and average of self-citations, analysis on publications, citation received by the researcher, self-citation, institution and author collaborations are also shared, and stated that they continue to work for healthy and accurate analysis through the database.
The event was chaired by Prof. Dr. Ertuğrul KILIÇ, member of the TR Index Committee, and continued with presentations by Prof. Dr. Emine ÖZMETE, Prof. Dr. Canan ULUOĞLU, Prof. Dr. Zeynel CEBECİ and Prof. Dr. Ali Ekber ŞAHİN, members of the TR Index Committee.
Prof. Dr. Emine ÖZMETE gave general information about the process in her presentation titled "Referee Evaluation Process" and emphasized what to pay attention to. Prof. Dr. Canan ULUOĞLU shared detailed information about the ethical evaluation of an article from the point of view of the editor and author with her presentation titled "Ethical Evaluation of an Article". In the presentation titled "The Importance of Statistical Review in the Refereeing Process", Prof. Dr. Zeynel CEBECİ emphasized that statistical deficiencies and errors in researches are an important factor affecting the quality of the publication. As the last speaker of the seminar, Prof. Dr. Ali Ekber ŞAHİN made a presentation titled "The Effect of Referee Evaluation Processes of Journals in Journal Selection to TR Index" explaining what is considered and given importance in the evaluation of journals in line with TR Index criteria.
