One of the most effective methods of contributing to the scientific development of our country is to increase the impact and quality of scientific research and publications. For this purpose, many innovations have been made in the Implementation Procedures and Principles of TÜBİTAK Turkey Addressable International Scientific Publications Incentive (UBYT) Program, which has been in practice since 1993, effective from 2023, and it is aimed to use resources more efficiently.

Regulations and Innovations in the Implementation Procedures and Principles of UBYT Program:

The regulations and innovations introduced in 2023 are as follows:

Open Access Publications:

International scientific Open Access (Open Access) Gold and Hybrid publications, which are not restricted in online access and are open to the reading and use of anyone with an internet connection, will also be encouraged within the scope of UBYT.

Open access publication incentive coefficient is set as 1.5.

TÜBİTAK ARDEB Publications:

International scientific publications produced within the scope of TÜBİTAK Research Support Programs Directorate (ARDEB) projects will also be encouraged under the UBYT program.

The incentive coefficient for TÜBİTAK ARDEB publications has been set as 1.25.

Scopus Database:

1854 Q1 and Q2 journals indexed in Scopus will also be incentivized within the scope of UBYT. 1854 Q1 and Q2 journals that are included in Scopus but not indexed in Journal Citation Reports have been added to the UBYT Journal List for 2023.

For submissions from Scopus journals, the document type of the publication must be an article or review.

In Scopus journals, those with Q1 will be incentivized as much as Incentiveb, and those with Q2 will be incentivized half as much as Incentiveb.

Consultant Incentive:

1. Pharmacy residency was included in the scope of consultant incentive. As of 2023, consultants who publish international scientific publications together with pharmacy residency students are also included in the consultant incentive.

2. Early Access for Consultant Incentive: Starting from 2023 publications, early access publications are also included in the scope of the Consultant Incentive.

3. If there is no main (first) advisor's name in the international scientific publication in which the student is named as an author, if there is no publication with the student, if there is the name of the co- (second) advisor, in this case, the co- (second) advisor who has published an international scientific publication with the student and declared to the YÖK National Thesis Center will be able to benefit from the Advisor Incentive.

In addition to these changes and updates, incentive limits have also been increased.

Incentive Amounts: In the 2023 UBYT journal list, the incentive amounts were determined as follows.

MEPa:0.1 Incentive:1,500 TL

MEPb:1.5 Incentiveb:22.500 TL

MEPc:2.0 Incentivec:25.000 TL

MEPd:3.0 Incentived:30.000 TL

The incentive amount for publication is set at a minimum of 1,500 TL and a maximum of 30,000 TL.

AHCI Journals:

A fixed incentive fee of 3,000 TL has been determined for AHCI journals without MEP value. AHCI journals that fall below the fixed incentive fee in the incentive calculation according to the MEP value are incentivized at a fixed incentive fee of 3,000 TL.

Incentive Amount that an Author can receive in a Publication Year: The lower limit of the incentive amount that can be given to an author is 750 TL. The total amount of incentives that an author can receive for international scientific publications published in international scientific journals below MEP: 1.0 will not exceed 15,000 TL.

2023 UBYT Journal list includes 11,786 journals. 1854 Scopus journals are included in this number.
