The Implementation Procedures and Principles of the International Scientific Publications Incentive (UBYT) Program for 2025 have been updated and the relevant information can be accessed at https://cabim.ulakbim.gov.tr/ubyt/.
Under the 2025 UBYT Program;
- Applications can only be made until the end of the database index year and the end of the following year after the index year (no month calculation is made). Applications outside of this period will not be evaluated."
- "Open Access Publication Incentive Coefficient" has been abolished.
Under the new regulation added to Provisional Article 1:
- Publications with a publication year of 2024 and an index year of 2023 and whose journals are included in the UBYT Program Journal List for 2024 will be evaluated within the framework of 2024 rules. The application period is until the end of the calendar year 2025.
- Publications with an early access year of 2023, a publication year of 2024, and an index year of 2023 will be evaluated within the framework of 2024 rules if they are not included in the 2023 UBYT list but are included in the 2024 list, and applications can be made until the end of 2025.
- No payment will be made for publications that are not submitted within the specified deadlines.

Additional Information:
- MEPe for SCI Journals: 0.6, MEPe for SSCI Journals: 0.25 and MEPe is not applied for AHCI Journals.
- A fixed incentive of TRY 5,000 is applied for AHCI journals without MEP score. AHCI journals with a MEP score below this value are also paid TRY 5,000.
- The lower limit of the amount of incentives that can be given to an author is TRY 1,250.
- An author can submit a maximum of 5 applications for publications with a MEP score below 1.0 in a publication year, and 10 applications in total.
