The EKUAL (National Academic License for Electronic Sources) Project, spearheaded by the Scientific and Technological Research Council of Türkiye (TÜBİTAK) and the Turkish National Academic Network and Information Center (ULAKBİM), offers access to over 2,300 electronic journals published by Springer Nature. The current 2022-2024 Springer Nature Agreement has been elevated from a “Read” model to a “Read & Publish” model, effective from January 1st, 2024, covering the period between 2024 and 2026.
Under the Springer Nature “open access article publishing agreement” at the national level, over 2,300 e-journals published by Springer Nature will remain accessible to all universities and organizations being members of EKAUL. In addition, corresponding article authors from member institutions will receive open access (OA) support for their publications in the “Original Article”, “Review Article,” and “Continuing Education” categories in Q1 and Q2 Group Springer Nature Hybrid Journals included in Web of Science (SCI, SSCI, AHCI). The Article Processing Charges (APC) for publications within this scope will be covered by TÜBİTAK.
The agreement between TÜBİTAK ULAKBİM and Springer Nature has become effective as of January 1st, 2024.
Under this agreement, there is an annual quota limit for publishing OA articles. Once this limit is reached, authors or their respective institutions will need to pay the APC.
As per the agreement terms, institutions will not be offered an “OA article quota allocation.” For corresponding authors whose articles have been accepted for the aforementioned journals, publication will be prioritized based on the order of submission upon the author’s request, and if there is a quota available, articles that meet the criteria will be approved by TÜBİTAK ULABİM for publication on an OA basis.

To provide OA support for a publication that falls under the journal group and category specified above, there should be an available quota, the corresponding author should be an employee of an EKUAL member institution, and the name of the member institution should be mentioned under the author’s name.
