DergiPark Project, undertaken by TÜBİTAK ULAKBİM, aims at web-based publication of academic journals and the establishment of an online journal management system.

TÜBİTAK ULAKBİM will give hosting service for journals, using OJS, a journal management and publication system. Starting date of the Project is September 2013. DergiPark Project is planned to begin with 100 journals, encompassing all the academic journals published in Turkey in time. The Project, intended to provide service at national level, is expected to evolve into a sound infrastructure to meet various requirements in this field in a short time.

As is known, an automation system is needed for journals to be published. The hosting service offered by ULAKBİM will enable the whole process starting from the submission of an article to its publication to be carried out in electronic environment, with an infrastructure complying with the international standards.

This system will operate actively within TÜBİTAK ULAKBİM. A field name will be designated to each journal publisher, and a “Journal Manager” account will be opened for each. Every journal manager will be responsible for the management and publication for his/her journal. ULAKBİM will be responsible for server security, software update and backup. Thus, the journals published using this system will be ensured to have the infrastructure needed for application to international databases.

As mentioned above, the system to be established in ULAKBİM is a journal management and publication system, not an indexing system such as Turkish Medical Index or DOAJ. One of the important requirements of indexing systems from a journal is the use of a standard infrastructure. OJS provides this infrastructure.

Each journal in the system will have a different field name and outlook, however, all the journals will have a standard technical infrastructure. The users of DergiPark will be able to access to all the journals in the system with a single membership. All the procedures will be carried out over OJS independently for each journal, using the same technical infrastructure.

Journal managers will not have to think over which software to use, from where to get the hosting service, and how to get the backup; they will have the infrastructure they need by joining DergiPark.

Journal managers will be able to administer every step of the publishing procedure from submission of articles till the publication of the issue, in electronic environment, and thus will realize the publication of the journal in the web, using DergiPark system. Education on the use of the system and related documents will also be provided by ULAKBİM.
